P-Member National body which actively participate in the technical committee or subcommittee.
Parallel voting Procedure under the Vienna Agreement for draft standards developed with either CEN- or ISO-lead which permits approval of the draft standards by both organizations within the same time period
Participatory Standards Standards that proceed in lock-step with implementations that test the specifications before adopting them.
Partly Backwards Compatibility Situation in which old standard's implementation have to be modified to meet the new criteria.
PAS Publicy Available Specification. De facto standard that has become formal standard by FSO approval.

Placing a Product on the Market Is the initial action of making a product available for the first time on the Community market, with a view to distribution or use in the Community.
PNE Rules Abbreviated and generally-used name for the CEN/CENELEC Internal Regulations, Part 3 Rules for the presentation and drafting of European Standards (PNE Rules) (ISO/IEC Directives - Part 3, modified).
Preliminary Stage Definition of the Preliminary Work Item (PWI).
Preliminary Work Item (PWI) Work items which are not yet sufficiently mature for processing to further stages.
Preparatory Stage The preparatory stage covers the preparation of a working draft (WD) conforming to the ISO/IEC Directives, Part 2.
Process Set of interrelated or interacting activities which transform inputs into outputs.

Process Standard Standard that specifies requirements to be fulfilled by a process, to establish its fitness for purpose.

Procurement Procurement is the acquisition of goods and/or services.
Product Product is any industrially manufactured product and any agricultural product, including fish products.
Product Standard Standard that specifies requirements to be fulfilled by a Product or a group of products, to establish its fitness for purpose.
Project Committee Is a technical body set up by the Technical Board with a view of undertaking a specific short term standardization task within a given target date, and is composed of a convenor and national delegations.
Project Leader Shall act in a purely international capacity, divesting him- or herself of a national point of view.
Project Management Responsible for the management of all projects in the programme of work of that technical committee or subcommittee, including monitoring of their progress against the agreed target dates
Proposal Stage To confirm that a particular International Standard is needed.

Prospective Standardization In antecipation of an expected future matching problem, a standard is developed so that the matching problem can be solved from the outset.
Provincial Standard Standard that is adopted at the level of a territorial division of a country and made available to the public.

Public Procurement Specific obligations and various procedures to award contracts for the performance of works and the provision of services and supplies which are concluded by public authorities, public undertakings and undertakings with a private status which enjoy special or exclusive rights.
